How to Get a Tourist Rental (VUT) Licence in Jávea: Step-by-Step Application Guide Under the 2026 Zone Quota Rules

Jávea has a hard cap on tourist-use licences — 4,584 units across the municipality — and as of early 2026, roughly 4,226 are already taken. If you own a villa or detached house and your zone still has quota room, a window to register remains open. For apartments in multi-family blocks, a moratorium on new licences was renewed in May 2026 and is expected to run through the end of the year. This guide walks you through the complete application process under the current rules.

Before You Start: Check Your Eligibility

Jávea's 28 May 2026 PGOU Modification XLI (modification XLI of the general urban development plan) divides the municipality into six zones, each with its own percentage ceiling:

New licences for apartments in multi-family blocks remain frozen across all zones while the town hall works on permanent rules. Villas and detached properties can apply provided their zone quota is not yet exhausted. Check the current count directly with the Ajuntament de Xàbia — tourism department — before investing time in the steps below.

Step 1 — Compatibilitat Urbanística Certificate (CCU)

This certificate from the Ajuntament de Xàbia is the single most important document in the whole process. It confirms that tourist-rental use is compatible with the urban plan for your specific plot and address. Without it, the Generalitat Valenciana will not accept your registration.

Apply through the Ajuntament's sede electrónica (electronic office). You will need the property's cadastral reference (available free at sedecatastro.gob.es) and a site-location plan. The fee is approximately €65–90. Processing time is typically one to three months. If your zone is at capacity or the address falls within the apartment moratorium, the certificate will be refused at this stage — which is why this check comes first.

Step 2 — Gather Your Documents

Before opening the Generalitat's online portal, assemble the complete file. Incomplete submissions are the most common cause of delays.

  • Escritura (title deed) confirming ownership
  • NIE or NIF of each co-owner
  • Cadastral reference for the property
  • Licencia de Primera Ocupación (first occupation licence) or a current Cédula de Habitabilidad (habitability certificate) — if you lack either, a licensed architect can assess and obtain one, which adds four to six weeks and a few hundred euros
  • Scaled floor plan showing rooms and declared sleeping capacity
  • CCU certificate from Step 1
  • 24/7 local contact phone number — this must be a person reachable at any hour during guest stays
  • Civil liability insurance certificate (see Step 3)

Step 3 — Civil Liability Insurance

Decreto 10/2021 of the Comunitat Valenciana requires mandatory third-party liability cover before you register. The minimum thresholds are:

  • Up to 25 guests: €150,000
  • 26–50 guests: €300,000
  • 51–100 guests: €400,000

Most Jávea villas fall in the first bracket. Annual premiums for a standard villa run roughly €80–120. Your insurer must confirm that the policy explicitly covers tourist-rental use at the property address.

Step 4 — Register via TRAMITA GVA (Procedure 19207)

The regional registration is handled entirely online through the Generalitat Valenciana's TRAMITA portal (tramita.gva.es), using Procedure 19207 — Declaración Responsable de Viviendas Turísticas.

Access requires either a certificado digital FNMT (digital certificate from the national mint) or a Cl@ve PIN account. If you do not yet have one, setting up a digital certificate takes one to two weeks and requires a visit to a registration office — your NIE, passport and Spanish tax authority (AEAT) are involved. Once logged in, upload all documents from Step 2, enter the property details and declared capacity, and submit the Declaración Responsable. The VT number is issued immediately on submission — no waiting period, no regional approval delay. For Alicante province the format is VT-XXXXX-A.

Step 5 — Install the Identification Plaque

Decree 10/2021 requires a rigid plaque of at least 20 × 20 cm, visible from the street or main entrance, displaying:

  • The letters VT
  • Your full registry number
  • Property typology (vivienda turística)

Suppliers in Dénia and online manufacture compliant plaques for roughly €20–40. The plaque must be installed before you accept your first guest.

Step 6 — Register for Guest Reporting

Under Royal Decree 933/2021, in force since February 2024, every tourist accommodation provider must transmit guest identity data to the authorities within 24 hours of check-in. Register your property and obtain credentials through the SES.HOSPEDAJES platform (ses.hospedajes.gob.es). You will also need to register once at your local Guardia Civil station or Comisaría.

Ongoing Obligations

Once your VT number is active, four annual tasks keep you compliant:

  1. Guest reporting — every stay, within 24 hours of arrival
  2. Insurance renewal — confirm tourist-rental cover is maintained each year
  3. 24/7 contact — the local contact number on file must remain active
  4. Five-year renewal — re-file the Declaración Responsable before the fifth anniversary or the registration lapses automatically
